Ignore committer doesn't work for non-email subversion users

      My subversion usernames aren't full email addresses, and this branch build strategy seems to have no effect in my subversion multi-branch pipeline.

          As far as I can tell from the source code of the plugin, it only supports exclusions for git repositories. A pull request has been submitted to add Subversion support, but no one has volunteered to test it and confirm it works.
