Move Parsing to Plugin Management CLI from Library

      If a user inputs a file containing a list of plugins, the parsing of this file is done in the library. This should be moved to the CLI.

          Just doing some updates: some of this task looks like it was covered in PR#3. This should be used to:

          • Pull out the parsing into a separate class
          • Test that class
          • Documenting how to run from the CLI
