For pipeline context, add an "options{...}" or similar clause trigger for IM notifications without an explicit step

    Description

      In order to be feature-equivalent to freestyle jobs IRC Post-build step (which in fact also hooks into pre-build setup), allow to specify once in a pipeline that we want notifications about both start and complete events of this job.
