OS Windows Server 2016 64 bit
Jenkins: 2.187 - running as Windows service
Seeing issue similar to JENKINS-58733 where we cannot delete pipeline jobs.
Call stack:
jenkins.util.io.CompositeIOException: Unable to delete 'C:\Program Files (x86)\Jenkins\jobs\ELD-Clearinghouse\jobs\api\jobs\Drivers\jobs\DriverCommon\branches\7-overriding-source-filtering'. Tried 3 times (of a maximum of 3) waiting 0.1 sec between attempts.

We are not sure what user is actually attempting to perform the delete - perhaps we can start there if there's a way to determine what user is doing the delete in this scenario.
I see on my local https://jenkins.iseinc.biz/systemInfo that there's a user.name - could that potentially be the user we need to look at for this?
We see this issue on numerous different pipelines - it also happens regardless of which Jenkins user is attempting to do the delete. Admins and non-admins get the same error.
Upgrading to 2.189 is possible as I see the fix for 58733 is in there, so we will try that tonight and will report back.
