Enable publishing plugin README.md on plugins.jenkins.io

    • Ownership 0.13.0, custom-tools-0.8

      Once WEBSITE-406 is completed, we can start hosting plugin documentation from GitHub. In order to do so, plugins need to be updated...

      • "url" property in pom.xml should point to the GitHub repository instead of Wiki
      • there should be a new release of the plugin, because the plugin site gets metadata from the released plugins

      This is a placeholder task for plugins which want to reference a Jira ticket. Feel free to add more components if needed
