Cross-account CredentialsProvider

      The plugin should be able to retrieve secrets from multiple AWS accounts at the same time, and merge the results into one combined list of credentials.

      This is the basis of the epic work. It includes a cross account CredentialsProvider, namespacing policy, and the general config layout + beta flag for the feature.
