Currently there is no way to set the notifyUsers flag as defined here https://developer.atlassian.com/cloud/jira/platform/rest/v2/#api-rest-api-2-issue-issueIdOrKey-put
This makes every automatic change trigger an email notification, which can be really annoying in automatic usage.
