PrimaryBranchHealthMetric only reports the worst metric of the primary branch, not all metrics of the primary branch

      JENKINS-56903 added the ability to report the health of the primary branch, but as currently implemented it only reports the worst health rather than all the health metrics, reducing the utility of the feature from the original design.

       

      Should report all the metrics from the primary branch
