Acceptance criteria:

• Guidelines are picked from pull requests, "Proposed Changelog Entries" section
• Guidelines are converted from Markdown to Asciidoc. Pandoc can be used (and added to the Docker image)
• Drafts should resemble https://github.com/jenkins-infra/jenkins.io/blob/master/content/_data/upgrades/2-204-1.adoc as much as possible
