Can not delete all lockable resources

      It is not possible to delete all lockable resources

      Scenario-1:
      Open main configure page
      Delete ALL Lockable resources
      Press Apply => results in success
      Refresh page
      Check ALL Lockable resources deleted => all deleted resources still there

      Scenario-2:
      Open main configure page
      Delete ALL Lockable resources
      Press Apply => results in success
      Press Save => results in success & redirected to main page
      Open main configure page again
      Check ALL Lockable resources deleted => all deleted resources still there
