Pipeline Job configuration appears read-only for users with project-level permissions after update to Jenkins 2.223.

The problem is gone after reverting back to 2.222.

Although the users have Overal Read permissions granted and All permissions in the project level, they are not able the change the configuration of Jobs inside the project. The configuration page appears with all the input fields disabled.
