Add support for Azure Spot VMs

      Description

      Azure has spot VMs which allows you to take advantage of unused capacity at a reduced cost

      At any point in time when Azure needs the capacity back, the Azure infrastructure will evict Spot VMs, leaving it in deallocated state.

      This would be very handy for some workloads with the ability to destroy evicted VMs and then re-start the job on a new VM.

          Azure DevOps any news wrt to this? we've been happily using Spot VMs on AWS with 75% cost savings, but still want to know if it would be possible to have comparable savings on Azure.
