The config spec is not actually used

      Since release 1.5, the ClearCase UCM Baseline plugin generates a config spec but doesn't use it... Cf. ClearCaseUcmBaselineParameterValue.createBuildWrapper().BuildWrapper().setUp(): cleartool.setcs(viewName, configSpec.toString()); is commented...

          The config spec is also wrongly generated since 1.5: The "element" and "load" parts of the config spec for the main baseline are not there anymore.
