Twitter plugin: Allow Hudson URL setup

      It should be allowed to setup Hudson URL for Twitter plugin. It's usefull e.g. when builds are build on some internal instance and later on published on some public instance (e.g. via build publisher plug-in). Proposed patch for enabling this feature is attached.
