Read-only f:password field always shows "N/A"

The global Mailer plugin configuration, password parameters in the job configuration, all show "N/A" to users with SystemRead or ExtendedRead respectively in Jenkins 2.229.

It is unclear to me why, perhaps the mismatch of https://github.com/jenkinsci/jenkins/blob/9134ff138c7a41706bb8881e15db87063325e124/core/src/main/resources/lib/form/password.jelly#L66 and https://github.com/jenkinsci/jenkins/blob/9134ff138c7a41706bb8881e15db87063325e124/core/src/main/resources/lib/form/password.jelly#L76 ?
