Support button is visible for users with no permissions to generate bundles

      The Support button is visible for users, who have no permissions to generate bundles.

      Step to reproduce:

      1. open FreeStyle or Workflow job
      2. the support button is visible
      3. click the button and a tab for creating bundle is open
      4. click Generate Bundle and an error page is displayed

      Support → Download Bundle permission is unchecked for all users:

      Project-base strategy is enabled, but it does not provide the Download Bundle permission:
