Currently, the bazaar plugin repository does not have a license associated with it. From my understanding, I believe the default is propriety unless specified which means that the bazaar plugin conveys that it is proprietary software. I see that the git plugin has a license associated with it, so I can not see a reason why the bazaar plugin would not have one. Could you please add a free software license to the bazaar plugin?
On a bigger topic, I see that a lot of plugins which are under the Jenkins GitHub do not have licenses. I do see issues being put in for each of the plugins people have concerns with, but I think an audit should be done of all the plugins under the Jenkins GitHub organization and add explicit licenses which respect freedom to those plugins which do not have any.
