Version `1.0.5` of `syslog-logger-plugin` is missing support for RFC 5425.

Specially, it is missing support for Octet Counting (Specified in section 3.4.1 of RFC 6587 - https://tools.ietf.org/html/rfc6587#section-3.4.1), which syslog receivers may use for message delineation (Specified in section 4.3 of RFC 5425 - https://tools.ietf.org/html/rfc5425#section-4.3) instead of "Non-Transport-Framing".

Support for RFC 5425 was added to `syslog-java-client` as of version 1.1.4 (https://github.com/CloudBees-community/syslog-java-client/commit/8296e34faffa2f7959b19c31218da72011fba797).

`syslog-logger-plugin` is still using version 1.0.5 (https://github.com/jenkinsci/syslog-logger-plugin/blob/c49b6e77bf3f94e6f0ab7d1d32e2371f56059a56/pom.xml#L55)
