New Windows Installer: Choosing LocalSystem account uses the wrong profile directory

    Description

      If the user chooses LocalSystem account for running Jenkins (which is not recommended), then the wrong path is used for the AppData. It should probably use C:\ProgramData as the root instead of the profile path for the LocalSystem account.
