Integrate Config File Provider plugin with Role Strategy plugin

      As a Jenkins Admin, I would like to give my roles and groups read or write access to Managed Files from Config File Provider plugin, without having to give them Admin access to Jenkins so that they can add and update existing files without having to go through me.
