Stop Continuous Loop of K8 Pod Creation from OPA Violation

      Pod being scheduled that use a pod template with an [OPA violation|https://kubernetes.io/blog/2019/08/06/opa-gatekeeper-policy-and-governance-for-kubernetes/]  are stuck in an infinite loop of attempting to be scheduled but error-ing out with no indication to the end user. Need to abort the build to stop the continuous looping, and display an error message on the build console so the caller knows to fix the pod template error.
