Blocking for dependencies doesnt seem to take account any more of executor items.

      Prior to upgrading to 1.355 blocking for dependencies worked as expected. Since upgrading to 1.355, without config changes, jobs are now only blocking based on what is in the queue not what is on the executors.

      So now I have jobs that are running before their upstream job has finished.
