Switch to the on-demand Checkstyle Rules initiatilzation

      After profiling of https://github.com/jenkinsci/ci.jenkins.io-runner/pull/366 in Jenkinsfile Runner, Warnings NG Checkstyle rules initialization consumes about 10% of total CPU samples for a reference buildPlugin() run. See the attached screenshot, raw Java Flight Recorder dump is available in attachments.

      It would be great to modify the plugin to do on-demand Checkstyle Rules initialization.
