Default lifecycle doesn't allow updating jenkins.war on Windows

      We have 2 instances of jenkins running. One as service and one as logged in user by batch file. The started jenkins via batch file is now not able to update itselfs jenkins.war. This is since arround version 2.256 or 2.257.
