      The Github App for Release Drafter is deprecated, switch to the Github Action.

      See the Slack example, the Release Drafter README, and JENKINS-60740 for further details.

      Acceptance criteria:

      1. Release Draft YAMLs are generated with https://github.com/jenkinsci/jenkins-core-changelog-generator
      2. Release Drafter generates a human-readable changelog
      3. YAML is attached as an asset
