When the bulk-builder is initiated, it determines the list of jobs to use.

It seems that that list is taken from the first (left-most) tab.

And then apply the selected restrictions on it.

In many environment this is as (a) there are no other tabs; or (b) the word "All" is alphabetically the first one anyway.

But when the first tab is a custom-view, then the selection is wrong. This can be corrected by selecting "Limit to jobs in view" --> "All". but you need to think about it in time.
