GP3 Throughput BlockDeviceMapping parameter

      Hello,

      The new GP3 EBS volume type has a Throughput parameter for its BlockDeviceMapping/EbsBlockDevice. The API to setThroughput on an EbsBlockDevice was added in aws-sdk-java version 1.11.910. Looks like this could be a simple add in DeviceMappingParser.java, adding another option to the colon separated string for the new throughput value. This would require users to explicitly configure the "encrypted" option but that probably isn't a huge problem.
