In Chrome when attempting to scroll or use the arrows in the text area of a changelist description that wraps, lines are skipped. This seems to be only an issue on chrome. IE, edge and firefox seem to have slower scroll speeds. Also, it would be nice to display 2 or more rows in the text area if the description wraps, instead of just one. 

We use perforce (this may be specific to perforce scm?), I'm not sure how the git or other scm look like on a build page's summary of changes.
