ci-with-toad-edge plugin is listed on released maven repo 

https://repo.jenkins-ci.org/releases/org/jenkins-ci/plugins/ci-with-toad-edge/

but  has been excluded from update-center.

plugin was last released on 11-Jul 2018 and  pages were hosted here:

https://plugins.jenkins.io/ci-with-toad-edge/

and now giving 403 Forbidden error.
