Jenkins uses a file platform-plugins.json (bundled in resources) to determine which plugins to show in the setup wizard.

In principle, this file could be retrieved from remote update sites, but the current version isn't great for that use case, e.g. it doesn't provide a version query parameter, unlike regular metadata requests.
