Implement configuration file for swarm-agent plugin.

1. format - any   ini, xml, json, hcl
2. usage :    /..../java -jar  swarm-client-0.00.jar -config config.ini

The reason behind this request is quite simple. Its easy to maintain config files then long start-up console lines, or even worst systemd/windows service control files
