Hi Team,

I am facing multiple issues when upgrading existing plugins. In one of my cases, I am trying to install throttle-concurrent v2.2. To match the dependencies, I am trying to upgrade existing plugins, but even after installing the latest plugins, I am still seeing the old plugins part of Jenkins. As the latest plugins are not getting installed properly I am not able to add throttle-concurrent v2.2 in my Jenkins. I even tried to remove it from the Jenkins home directory, but after Jenkins restart, it gets downloaded again in the plugins folder.
