      Throttle concurrent builds plugin 2.2

      Throttle does not seem to work when jobs are started from upstream.

      When executing "parallel my_builds" where my_builds is a map of "build job:" for a downstream job the throttle does not work.

      When building the downstream job manually throttle works well.
