When a user only has Extended Read permission, the table style doesn't get applied. As a result, table headers are not rotated 90 degrees etc.
The cause seems to be that https://github.com/jenkinsci/matrix-auth-plugin/blob/c926fdfd43cbe5eca01d1784f325b44178ec8285/src/main/resources/hudson/security/GlobalMatrixAuthorizationStrategy/config.jelly#L184 is inside local:isEditable.
