The Bitbucket Server Integration plugin should detect if Bitbucket Data Center responds with HTTP status 429 because of rate limiting, and retry the request after waiting a bit.

(The alternative Bitbucket Branch Source plugin has had several issues filed for rate limiting: JENKINS-62479, JENKINS-64418, JENKINS-55071. Thus, it seems likely to become a problem for Bitbucket Server Integration as well.)
