Windows portable git 2.33.0 prompts for the user to select a credential manager when it is first run with a request to a secured HTTPS repository. That prompt blocks further progress and stops the job from progressing.
The global credential selector can be disabled by the administrator removing the credentials section from the global configuration with the command:
$ git config --edit --system
This may be another justification to use the MinGit package from Git for Windows instead of PortableGit. The PortableGit package is (correctly) focused on the needs of interactive users. The MinGit package is focused on being called from applications (as in our Jenkins use case) according to https://github.com/git-for-windows/git/wiki/MinGit
I've confirmed that MinGit 2.33.0 does not have the same problem. Workaround is to use MinGit rather than Portable Git for Windows.
