Allow some mechanism to propagate the maven resolver settings into child JVM.

Get a path to temporary settings.xml file containing resolver/deployer settings.

My use case: During maven tests in a dedicated JVM a quarkus try to resolve artifacts. But the maven resolver from the Jenkins pipeline isn't available.
