When trying to do a fresh install of 2.303.1 around 2021-09-27 15:48:27, I had a couple of plugins that failed to install, that caused numerous plugin installs to fail. The logs don't call out the specific mirror that failed.

I've attached the startup log to see if anything can be mapped to that time.
