[JENKINS-66913] 'Build with Parameters' suddenly not show

Description

Original: * Issue : "Build with Parameters" worked for a long time successfully. But, recently it suddenly shows nothing  ** On Settings, 'Default value' is set. So if list is empty or error occurs, it have to show default value.  * Question : Where to I have to check first?   !image-2021-10-18-10-25-43-397.png!

New: * Issue : "Build with Parameters"(loading tag) worked for a long time successfully. But, recently it suddenly shows nothing   ** On Settings, 'Default value' is set. So if list is empty or error occurs, it have to show default value.  ** Nothing is changed. Settings are not changed.
