The schedule build plugin releases through 1.0.0 allowed the build to be scheduled by any user that could start the job. The 149.v3f2558fe12e4 release forbids job scheduling for users unless they are also allowed to configure the job definition. That is incorrect. Users that can start a build should also be allowed to schedule a build.
