Throttle Concurrent Builds of Declarative Pipelines triggered by Webhooks doesn't work

    Description

      I have a setup with a multibranch project that is triggered via webhooks. However, the throttling of the parallel builds does not work but only when I start the jobs manually. Is there a setting for this that I have missed?
