Move input message to its own config section header

In the past, jobconfighistory used to have its own config box on the right next to the regular configuration box.

Considering the current box-based layout will be gone in a foreseeable future, it would make sense to get a rid of it and create its own section header for it, like it's been done with the current headers on my screenshot.
