JEP-229 should not result in "rc" versions. Make sure you applied https://www.jenkins.io/doc/developer/publishing/releasing-cd/#pom-file-modifications correctly.

Note that it's possible to continue having major/minor that are manually controlled, so it's not required to switch to "full" JEP-229 versions, see further down the docs.

(I suggest tooling improvements in https://github.com/jenkins-infra/jenkins-maven-cd-action/issues/15 to prevent this in the future.)
