Break out from JENKINS-67588

An automatically created SVN Repo Build Job doesn't report its build state to SCM-Manager.

Attached are the configs for the build job and the config of the organization folder of the job.

Also tried removing the implicit Library loading to check if that helps because of the mixture of Git and SVN-Repo but it didn't change (didn't restore the SVN_* env variables).
