bundled display-url-api plugin is too old for the bundled mailer

      Core bundles (detached) mailer 408.vd726a_1130320 which depends on display-url-api plugin 2.3.5 yet jenkins is bundling 2.3.4

      this causes issues in offline installations as mailer will fail to start.
