While no changelists have been submitted to the perforce stream depot, our multi-branch pipeline always refreshes a set of files when a build is triggered even though they have not changed. It turns out that all of these files are of filetype utf16, they are the only utf16 files in the depot.

The SCM Checkout log shows:

The build is running on a separate agent from the main Jenkins server.
