No script auto approval when admin user is updating a job with CLI

      We face a regression after updating the script security plugin to 1175.v4b_d517d6db_f0. We make use of the Jenkins CLI to update jobs. When we now update a job with a changed pipeline script, running outside the sandbox, there is no automatic approval given (we are uploading the job with a user having admin rights). Instead the script is appearing in the Script Approval Queue. We expect that scripts, which are updated by the CLI interface, are still auto approved.

      This issue blocks our automatic updating of jobs in several Jenkins instances.
