Commit to target branch doesn't trigger PR build

      I've created an Org Folder, branches and PRs are being picked up corretly and being builded correspondently but PR build is not being triggerred by commit to target branch.

      I don't quite understand how Jenkins detect that it has to build a PR alongside with a master branch, so I'm not sure if it's gitea-plugin issue or not. Please help.
