Steps to Reproduce:

• Create PR in GitHub that will fail with a Jenkins Webhook
• Click the “detail” link to open the build that failed
• Blue Ocean opens, for a split second the header is visible

Actual Behavior
Immediately the page scrolls down to bottom of log

Expected Behavior
It should not scroll right away on page load, most of the time in this scenario what we want to see is at the top. The logs displayed at the bottom might be useful but let me scroll there if I want to.

Alternatively, if we could configure the GitHub web hook to open the other view and not blue ocean that might be better.
