Node ownership is not persisted when not saving the node configuration

      How to reproduce:
      1. Create new agent
      2. Go to Agent -> Manage Ownership
      3. set a primary owner, optionally secondary
      4. Save the changes
      5. Restart Jenkins

      After the restart changes are lost

      To overcome this after step 4:
      5. Go to Agent -> Configure
      6. Save
